PROJECT EXECUTIVE – ESF 2.11
A vacancy has arisen following the approval of ESF 2.11 'Developing Leaders for Change and Innovation in Tourism’ which is to be implemented by the Malta Tourism Authority. This project is designed to up-skill and certify persons employed as or seeking employment in top, middle or supervisory management positions in sectors contributing directly or indirectly to tourism. The programme aims to increase competence levels, fill training gaps, and introduce and conduct a Continuous Professional Development Programme (CPD) for senior managers in the tourism industry. It also enables participants to deal with best practice in the tourism industry through overseas placements and benchmarking. The programme also strives to increase competence levels, fill training gaps, and introduce and conduct CPD for assistant line and supervisory managers, while enabling them to train, monitor and coach lower level employees more professionally and effectively.
Main Duties and Responsibilities:
Duties and Responsibilities of the Project Executive will include system checks and monitoring on behalf of the project leader; controls, processing payments, physical checks and liaison with the parties contracted to deliver the project. The project executive will be expected to:
- Act as Project Contact Person and provide logistical and operational support (day to day coordination / management of the project) whilst assisting and supporting the Project Leader;
- Liaison with the Department of Contracts, the Contractor(s) and persons who would be participating in the project; as well as encouraging the active participation of individuals in the Tourism Industry;
- Ensure that the project is implemented in line with the EU regulations, ensuring adherence to public procurement regulations, publicity requirements, reporting requirements and any other regulations of relevance to this project;
- Collaborate and network with the Programme Implementation Directorate of the Line Ministry, the Tourism Directorate of the OPM and the Managing Authority on all matters relating to this project;
- Providing input in the preparation of reports on forecast and actual expenditures and performance, on the commitment of expenditures and performance, and on any other matter of managerial relevance, monitoring them against allocations and forecasts, advising of any likely deviation of significance from expectations, inputting data into the structural funds database and conduct administrative tasks including scanning and proper filing of documentation;
- Monitor and ensure the effective and efficient attainment of the objectives and indicators of the project;
- Represent the Project Leader on any respective boards / committees as requested;
- Participate in training as required and develop the necessary expertise in order to be in a position to answer queries on the project and to advise the project leader in the areas of funding regulations and business cooperation related to this project.
Qualifications and Experience:
Be in possession of a First degree in tourism and / or hospitality management. Have 3 (three) years experience in training and human resources development in tourism and hospitality or have 2 years experience on ESF related projects.
Skills:
- Must be task oriented and capable of reaching set targets within established and agreed performance levels.
- Must be a person of integrity, outgoing and assertive with excellent communication and interpersonal skills.
- Must be task oriented with ability to handle several on-going projects with professionalism & accuracy.
- Must have proven analytical skills.
- Must have strong ability to deliver presentations clearly and convincingly.
- Must be able to communicate in Maltese and English.
- Must be well versed in current tourism issues and trends.
- Must be organised and possess good time management skills.
